feat: Add Playback Speed Control to Chapter Player

### 🚀 The feature

Currently, the Chapter Player only allows playing audio at the normal (1.0x) speed. This task aims to add a feature that allows users to adjust the playback rate of the audio.

Requirements:

*Add a UI control (e.g., a button) to the ChapterPlayer widget.
*Support multiple speed options (e.g., 0.5x, 0.75x, 1.0x, 1.25x, 1.5x, 2.0x).
*Ensure the audio player's pitch/speed changes accordingly without affecting stability.
*Update the controller to manage the speed state.

### Motivation, pitch

1.Accessibility: Users with hearing impairments or those learning a new language (if the content involves language learning) may benefit significantly from slowing down the audio (0.5x or 0.75x) to better understand the content.
2.User Preference & Productivity: Many users prefer listening to audiobooks and podcasts at faster speeds (1.25x or 1.5x) to consume content more efficiently. Providing this choice improves the overall user experience.
3.Standard Feature: Playback speed control is a standard feature in almost all modern media players (YouTube, Spotify, Audible). Adding this brings Resonate's player up to par with user expectation
