Adding CODEOWNERS file to the ```new-design``` branch

The is just a small good first issue to add CODEOWNERS file to the ```new-design``` branch. I have already made PRs for the ```Resonate-website``` and ```Resonate-backend```, so this could be easy for me to do this.

and I request you to merge #102 PR as a part of new-design migration to move forward with the implementation of ``new-design```

Please assign this issue to me.
