Feat: Add Automatic Local Linting on Commit

### Describe the feature

**Description**
Currently, lint checks are only enforced in the CI pipeline. While this ensures code quality before merging, it would be more efficient to run **linting automatically when a developer attempts to commit code locally.**

This would catch formatting or lint errors early, saving time and CI cycles.

**Benefits**

- Prevents CI failures due to lint errors.
- Improves developer productivity with instant local feedback.
