Feat: Implement Videos Page

## Description

Implement the Videos page functionality to allow users to view and manage videos in the application. The UI prototype is available at: https://pictopy-new-frontend.vercel.app/videos

Currently there is no implementation in backend or frontend.

## Scope

- **Backend**: Create API endpoints for fetching, uploading, and managing videos
- **Frontend**: Build UI components and integrate with the backend API
