BUG: Add Duplicate and Near Duplicate Photo Detection and Management

### What happened?

PictoPy currently lacks a dedicated mechanism to detect and manage duplicate or near duplicate photos. Users may have multiple identical, burst, resized, recompressed, or slightly edited versions of the same image, which can unnecessarily consume storage and clutter their photo library. There is currently no built in way to automatically identify these similar images, group them for review, and safely remove unwanted copies.
