### What happened?

📌 Issue Overview
Add a GitHub Actions workflow that welcomes users when they open their first issue or pull request. This encourages community involvement and makes new contributors feel valued.

🔍 Steps to Reproduce
A new contributor opens an issue or PR

No welcome message is automatically posted

🎯 Expected Behavior
A friendly message should appear when someone opens their first issue or pull request, thanking them and pointing them to guidelines or contribution docs.

🚨 Actual Behavior
No message is sent to new contributors currently.
