Add Code_of_conduct.md

## Description

This repository currently does not include a Code of Conduct file. Adding a Code of Conduct will help create a welcoming, inclusive, and respectful environment for all contributors and community members.

### Proposed Changes

* Add a `CODE_OF_CONDUCT.md` file to the root of the repository.
* Use a widely adopted standard such as the Contributor Covenant Code of Conduct.
* Include guidelines for acceptable behavior, unacceptable behavior, reporting issues, and enforcement procedures.

* Aligns the repository with open-source best practices.

### Acceptance Criteria

* A `CODE_OF_CONDUCT.md` file is added to the repository.
* The document clearly outlines community standards and reporting procedures.
* The Code of Conduct is referenced in the README or contribution guidelines (if applicable).
