[BoundRepair](https://github.com/AI4OPT/ML4OPF/blob/main/ml4opf/layers/bound_repair.py) has gotten pretty complicated since it tries to support bounds that may be one-sided, double-sided, constant, dynamic, etc. It may be better (i.e. more compatible with PT2) to split it into multiple classes and a factory.
Consider supporting scalar bounds as well
