Allow for pythonic invocation of planners

Leveraging the installed packages, and the endpoint configuration for the server, we should be able to dynamically allow for planners to be called via python. First step would be to extract the server process call [here](https://github.com/AI-Planning/planutils/blob/main/planutils/server.py#L41), and then have something wrap/redirect function calls to that code.
