Description
[These plans](https://github.com/AI-Planning/api-tools/files/6435623/plans.zip) don't seem to add properly for upper bounds. Once the server revamp is done, we should try again (likely an issue with the old VAL version hosted).
- [ ] Fix & submit above attached plans.
- [ ] Add lower bounds for petri-net-alignment from the optimal plans found.
- [ ] Run blind search for flashfill lower bounds
