Move all tracking hint nonsense to feedbacks

The feedback is responsible for the tracking, not the observers.

This change will require accepting feedbacks as constructor parameters to verify that there exists a feedback which will perform index/novelty tracking. This should be implemented as a trait marker so downstream implementors can make custom index/novelty tracking.
