User Story 0: Setup python project as a command line tool

# Setup python cli

## Definition
As a Developer, I want to:
- use the Python program as a CLI (command line interface) tool
- document the CLI so well, that I won't need a WIKI

so that I can:
- easily use the script without documentation
- export the project, in the form of a single CLI tool

## Example
- For managing the release:
```shell
python ./app.py release create v1.0.0 --include-snapshot=no
```
- For managing a commit:
```shell
python ./app.py commit -m '(): message' -b '' --sign=no
```
- For initializing the local git repository:
```shell
python ./app.py init --enforce-signing=no --gitflow-branches=main,develop,prod
```
