Networking Service (Neutron) Automation

As a DevOps engineer, I want Ansible playbooks for Neutron deployment
so that OpenStack has automated network management.

Acceptance Criteria:
- [x] Neutron database and service user configured
- [ ] Neutron server deployed on controller node
- [ ] ML2 plugin configured with appropriate drivers
- [ ] DHCP and L3 agents deployed and configured
- [ ] Provider networks created automatically
- [ ] Security groups and default rules configured
- [x] Integration with Nova for VM networking verified
- [ ] Network connectivity tests pass between VMs
- [ ] Floating IP pool configured and tested
