[IMPROVEMENT] Support non-root users

We should support non-root users for both ansible and terraform.

Also for terraform support use of ssh-keys (those have to be already in the template you're using)

查看 Ansible playbook 和 Terraform configuration files，了解目前如何處理使用者權限和 SSH keys。識別哪些位置需要 root privileges，並修改 tasks 以支援 non-root users。對於 Terraform，確保 SSH key references 已正確 templated。在 QEMU/KVM environment 中測試變更，以驗證在沒有 root access 的情況下的功能。
