fix bug: the operations in orders on the Orders View page is not clickable

Environment:
- v0.3.9
- KAUNAS
- win 11 pro
- google chrome - версия 113.0.5672.127

Preconditions:
- Пользователь авторизован
- Лицензионный ключ введен
- Камера авторизована
- Алгоритм Operation control подключен к камере IP10.20.100.40

Steps to reproduce:
1. Перейти на вкладку "Dashboard"
2. На вкладке "Тimelines" или "Reports" дождаться отображения созданных репортов
3. Перейти на страницу "Oredrs View"
4. В "Filters" выбрать operation status: Violation, Compliance
5. Нажать "Apply" в нижней части модального окна
6. В календаре задать диапазон с 01.01.2000 до 05.06.2023 (до текущей даты)
7. В отфильтрованых Orders найти выполненные операции

Expected result:
- Операции кликабельны, с возможностью просмотра и скачивания видео

Actual result:
- Операции в заказах не кликабельны
- Нет возможности просмотреть и скачать видео операции
