fix bug in add camera

summary: dashboard: при добавлении четвертой камеры, добавленная камера не отображается на дашборде(дропдаун select cameras), репорты с камер не записываются.
1. Открыть приложение;
2. Открыть вкладку Algorithms;
3. Выбрать IDLE CONTROL;
4. Подключить четыре камеры(последний подключена камера .169);
5. Создать тестовый сценарий(в кадре был в 11:10, 11:11, 11:20);
6. Открыть Открыть Dashboard.
Result: После истечения лицензии, репорты с камер не внесены, камера .169 не отображается в дропдауне select cameras, камера отображается во вкладке Company.
Expected result: Репорты с камер внесены, камера .169 отображается в дропдауне select cameras.
