Edit name order: Cannot manually select month and year

Precondition:
Go to https://office.5scontrol.com\mobile
Login as admin

Description:
При изменении заказа, в поле "Срок исполнения" не возможности выбора месяца и года вручную

Step to reproduce:
1. Go to section "Заказы"
2. Go to tab "Не начат"
3. Choose any order
4. Click to icon "Edit order"
5. Click on the field "Срок исполнения"
6. Click on the month and year
7. Scroll month and year

Expected result:
Month and year can be selected manually by scroll

Actual result:
Month and year can't selected manually

Look for the order editing component, likely in a file handling order forms. The date picker field for 'Срок исполнения' is the focus. Inspect the date picker implementation to see why month/year selection is disabled. Test the fix by editing an order in the mobile interface.
