[5h]fix bug: no notification about the absence of a license when adding cameras

Preconditions:
- Пользователь авторизован
- Лицензионный ключ НЕ ПРИМЕНЕН

Steps to reproduce:
1. Нажать вкладку "Configuration"
2. Нажать кнопку "Add camera"
3. Выбрать необходимую камеру
4. В появившемся окне ввести Username и Password
5. Нажать кнопку "Connect"

Expected result:
Появляется уведомление о том, что добавить камеру невозможно, т.к. не активирована лицензия

Actual result:
Камера успешно добавлена

Look for the camera addition flow in the Configuration section. Find where the license check should happen before allowing a camera to connect. The UI notification logic and the API call for adding a camera need to be examined. Verify the fix by testing the camera addition process without a license applied.
