Каждой операции нужно задавать планируеме время, чтобы потом сравнивать с фактом.

Look for operation-related components and forms in the frontend codebase. Identify where operation data is defined and where a new field for planned time should be added. Check existing API calls to see how operation data is sent to the backend. The task is done when the UI allows inputting planned time for an operation and it is persisted.
