[2h] fix bug report's video isn't downloaded

- пользователь авторизован,
введен лицензионный ключ,
- авторизована камера с назанченными алгоритмами "Machine Control", "Operation control"
- открыты вкладка "Reports" на странице "Dashboard",
- алгоритмы отфильтрованы по "Machine Control", "Operation control"

**STR:**
1. Кликнуть по репорту
2. Кликнуть по "Open video"
3. Кликнуть по кнопке "Download"

**ER:** Видео скачивается

**AR:** Окно с сообщением об ошибке "Uncaught runtime errors:Failed to fetch TypeError: Failed to fetch"

Comments: на "Orders view" тоже самое - не скачивается видео
