fix bug: can not watch "Open order operation details" on operation control report on Dashboard page on Reports tab

Environment:

- KAUNAS
- win 11 pro
- google chrome - версия 114.0.5735.110

Preconditions:
- Пользователь авторизован
- Лицензионный ключ введен
- Камера IP:10.20.100.40 авторизована, к ней подключен алгоритм Operation control
- Репорты созданы

Steps to reproduce:
1. Открыть любой репорт из списка "Reports"
2. В правом нижнем углу в строке "Additional" нажать на линку "Open order operation details"

Expected result:
- Открывается видео с данной операцией
- Есть возможность скачать видео

Actual result:
- Нет возможности просмотреть и скачать видео операции
