[1h] The work start/end time may not be set for the employee

Description:
Время начала/окончания работы может быть не установлено для работника в его карточке

Steps to reproduce:
1. Войти в систему как Админ
2. Нажать раздел Employees
3. Нажать иконку добавления нового работника
4. Заполнить поля Login, Password, Email, Employee's last name, Employee's first name
5. Нажать поле Employee role
6. Выбрать вариант worker
7. Нажать кнопку Save

Actual result:
создаётся карточка нового работника, в полях Work start time/Work end time запись "Time not set"

Expected result:
поля Work start time/Work end time обязательны для заполнения при создании нового работника с ролью Рабочий

The issue is about form validation for employee creation. Look at the component handling the employee creation form, likely in a file like `src/components/EmployeeForm.tsx` or similar. Identify the fields for work start/end time and add required validation for the 'worker' role. Check existing validation logic and ensure the form prevents submission when these fields are empty. Test by creating a new employee with the worker role.
