sbin init when ip binds public address in demo docker

sbin can't support deploy and start in onebox when ip is public address. It'll do ssh ip to deploy and start.(Need to install ssh and auth localhost, not necessary)
But if user wants to remote access the cluster in demo docker, we should support it.

Methods:
1. local in hosts config
2. an env variable to force deploy/start in local
