Add a test to compile all test binaries

Many test targets look like `*_test`, but no target to compile all those test at once.
Give more fine-grained control over make targets especially when `coverage` and `example` are enabled.

Look at the CMakeLists.txt files to understand the current test target naming pattern (likely '*_test'). Identify where test binaries are defined and add a new target that depends on all of them. Verify by building the new target and ensuring all test binaries compile.
