Support refresh one table/deployment in sql_cluster_router

if we create a new table or deploy a new deployment, we should call `RefreshCatalog` to add table/deployment to catalog. `RefreshCatalog` will request all node in zookeeper path currently. it is unnecessary

Look for the RefreshCatalog function in the codebase, likely in sql_cluster_router or catalog-related modules. Understand how it currently queries all nodes via ZooKeeper. The goal is to modify it to refresh only a specific table or deployment. Check existing tests for catalog refresh to see how the new behavior should be validated.
