build: make sure the TaskManager files are installed when make install

Now we use CMakeLists.txt to install the TaskManager files while these files are generated by `mvn package` and the Makefile is generated before running `mvn package`.

Make sure we can install the TaskManager files in the right way.

Look at the CMakeLists.txt and Makefile to understand the build order. The TaskManager files are generated by `mvn package`, but the Makefile is created before that.
