Set log level of Spark jobs in TaskManager

Now we can set log4j for Spark jobs in `$SPARK_HOME/conf`. It would be better to enable the log level in TaskManager configuration file.

Look for TaskManager configuration files and Spark job initialization code in the OpenMLDB codebase. Understand how log4j is currently configured via $SPARK_HOME/conf. The goal is to add a log level setting in the TaskManager config that propagates to Spark jobs. Check existing tests for TaskManager or Spark integration to see the expected behavior.
