Description
I've gone through all the instructions listed on the official cairo website and I have added all the installed cairo files to my path, but when I go to use the command "pip install -r requirements.txt", it still returns an error code stating that it cannot find "cairo.h" as there is no file or directory. I've even downloaded a precompiled cairo file with cairo.h in it and added that to my path as well. I'm stuck and I cant figure out a solution to this. I'm on Windows 10 64 bit.

What could I be doing wrong?
Does the last error line mean that I have MVS2017 installed incorrectly?
