Add Deletion Command for permanent deletion

Implement command to auto perma delete after 30 days of soft deletion

Look for existing soft deletion logic in the codebase, likely in models or a service layer. Identify where records are marked as deleted and how their age is tracked. The new command should be a scheduled task or console command that finds records soft-deleted over 30 days ago and permanently removes them. Check for any database relationships or cleanup procedures that need to run on permanent deletion.
