Command - Add mod suggestion

So that a member can use the command to make mod suggestions in the correct format (have it walkthrough like Reaction Roles does when adding a new role).

How about fetching the name using the Steam API? There's an idea!

Format:

```

Look for existing command implementations, likely in a commands directory. Understand how the bot handles user input and formats responses, similar to the Reaction Roles feature. Investigate integrating the Steam API to fetch names, and design a walkthrough flow for the mod suggestion command.
