Help lists the available services as configured only

Help currently just shows the text of the services it offers `start` and `stop` commands for. These services should be automatically generated from those configured in `data.json`.

The help command currently lists services statically. Look at the code generating the help text and the `data.json` configuration file. Modify the help command to read the services from `data.json` and list them dynamically. Test by running the bot and checking the help output.
