Update contributing guide for windows user

We need our contributing guide to include steps for windows users, on how to set up this project locally in windows systems.

Find the contributing guide file (likely CONTRIBUTING.md or similar in the repository root). Review the existing setup instructions for Unix-like systems. Add equivalent steps for Windows users, covering environment setup, dependency installation, and running the Django development server. Verify the instructions by following them on a Windows system or checking for any Windows-specific project configuration.
