Add `requestTransactionRecords` to request transaction records for transaction history

Currently, the wallet adapter does not expose any API or method to retrieve transaction records. This limitation prevents dApps from accessing transaction history or performing logic that depends on past transactions (e.g., displaying transaction history, verifying previous actions, or analyzing account activity)

I would love to take this issue.
