説明
The root README has picked up some stale pieces as the workspace has grown. It would be useful to do a broader pass rather than keep fixing it one line at a time.
A few areas worth checking:
- project structure and crate descriptions
- status/release wording
- setup, testing, and docs sections
- links to the docs site and crate READMEs
Context: this came up in #3529.
