Add tag to Agglayer claim note

The claim note is created without a note tag: https://github.com/0xMiden/protocol/blob/965e88ed32af9d9d40cb1a362eb83c5adb1ab9e1/crates/miden-agglayer/src/claim_note.rs#L188-L189

Not sure if this is intentional but it should probably be set with
```rust
.with_tag(NoteTag::with_account_target(target_bridge_id))
```

Otherwise the tag is defaulted to 0.
