Implement the transaction batch kernel in Miden Assembly.
The goal would be to have the logic contained in `ProposedBlock` and `ProvenBlock` and their constituent parts implemented in MASM.
Block kernel inputs were described in https://github.com/0xMiden/miden-base/issues/920#issuecomment-2423421631.
