Switch from `make` to `cargo-make`

`cargo-make` is a bespoke task runner with some great features for `rust` projects.

I suggest we use this instead of our `makefile`. Notably it also lets you trivially install rust binaries if they're not installed yet.

The `miden compiler` [uses it](https://github.com/0xMiden/compiler/blob/next/Makefile.toml) and can be used as a baseline. Note that not all settings there will be applicable so don't copy paste blindly.
