Consider making the argument to syscall an index instead of a `MastNodeId`

As discussed offline, this is already what `miden-base` does. This would allow the kernel to be modified without having to change all the code that depends on the kernel. In the context of the Miden rollup, this means that accounts don't need to be updated everytime the transaction kernel is updated.
