Rename `hir` dialect to `masm`

The `hir` dialect in `dialects/hir` is misnamed, as an artifact of splitting it out of the `hir` crate it was originally defined in. A more appropriate name is `masm`, as it is the dialect containing ops which represent MASM-specific operations, or operations which are sensitive to the semantics of their MASM-equivalent primitives.
