write MidenVM constraints for hasher chiplet (excludes multiset check constraints)

The hasher chiplet constraints are described [here](https://0xpolygonmiden.github.io/miden-vm/design/chiplets/hasher.html#air-constraints) and implemented in Rust [here](https://github.com/0xPolygonMiden/miden-vm/blob/main/air/src/chiplets/hasher/mod.rs).

For this issue, the following should be excluded, since they'll be done separately:
- multiset check constraints for the sibling table (#200)
- constraints for the chiplets bus (#203)
- RPO constraints (#165)
