write MidenVM constraints for chiplets module (excludes multiset check constraints)

The top-level chiplet module constraints are described [here](https://0xpolygonmiden.github.io/miden-vm/design/chiplets/main.html#chiplets-module-constraints) and implemented in Rust [here](https://github.com/0xPolygonMiden/miden-vm/blob/main/air/src/chiplets/mod.rs).

The constraints for the chiplets bus (the multiset checks) are excluded from this issue.

The issue references the Miden VM chiplets module constraints documentation and the existing Rust implementation in the air/src/chiplets/mod.rs file. Start by reading the linked design document to understand the constraint system, then examine the current Rust code to see the structure. The task is to write the equivalent constraints in AirScript, excluding the multiset check constraints. Verify the work by checking the existing test suite for the chiplets module.
