Python 3.11 not supported on Windows, Python 3.10 not supported on MacOS, as can't install `decrunch`

When installing `decrunch` on Windows using Python 3.11, I get the error reported here: https://github.com/HearthSim/decrunch/issues/24

Python 3.10 seems to work fine

This should be added to the readme.md + a check added to the build.py script, until `decrunch` is updated

Unsure if linux/mac have same issue
