[Windows] Update bundled python version and bundled SSL certs

Description
I noticed that the installer prints "Windows 10" even on a Windows 11 computer, only when using our windows .exe, but when I run it on my own computer it does detect properly.
I then noticed we bundle Python 3.7.7...from 2020.
Likely the older python doesn't properly support Windows 11 detection causing this issue.
It may be worth updating the bundled python version in the installer.
Also, make sure to update the bundled SSL certs.
