MG changed stuff with tips in minagoroshi causing some things to be changed on our end, but it popped up an edge case that was pretty ugly. We fixed the edge case on minagoroshi (7ceaa8b4), but it would be good to reconcile a single tips data implementation to all arcs, which this refactored implementation should be able to cover.
