Research direction
Start by reproducing the reported EncNet training attempt with a two-class dataset and inspect pascal_voc.py, especially the NUM_CLASS change. Determine what error or failure occurs and trace the dataset and training configuration involved. Done means documenting or fixing the configuration so a two-class custom dataset can train successfully.
