Description
Add an option to run ZAP with low memory.
If the low memory option is set (and the extension supports it) then code should minimize
the data stored in memory, using the db for all significant data.
Extensions that do not support the low memory option will not be run if the option
is set.

Research direction
The issue names no files, tests, or entry points. Start by locating how runtime options are defined and how extensions are started, then determine which extensions can support reduced in-memory storage. Done means a low-memory option exists, unsupported extensions are skipped, and supported extensions use the database for significant data.
