- 操作系统：macOS (Apple Silicon)

问题描述
使用 ZCode 默认模型（GLM-5.2）时 WebSearch 工具正常可用。但切换到第三方模型（通过 BYOK 接入的 Claude、OpenAI、DeepSeek 等）后，WebSearch 工具要么完全不可见，要么可见但调用失败。
期望
WebSearch 作为 ZCode 平台级内置工具，应对所有接入的模型统一可用。
