Ghostlight (https://github.com/sylin-org/ghostlight) is an open-source (Apache-2.0 OR MIT), local-first governed browser automation MCP server. It is already packaged as a ZCode-compatible plugin: twin .zcode-plugin / .claude-plugin manifests, a bundled agent skill, and a marketplace catalog at the repository root, so any ZCode user can install it today through Discover by adding the repository as a marketplace.
Scenario: a user wants safe, semantic browser control from ZCode (web-UI testing, form journeys, page verification) with per-action capability classification and structured audit. The plugin works today, but only users who already know the repository address can find it, because self-published marketplaces have no path into the official catalog. #66 shipped the ability to add third-party marketplaces -- that works well -- but the official Public store itself still lists only Z.ai-authored plugins, and the plugin documentation describes no intake route.
