Ghostlight (https://github.com/sylin-org/ghostlight) is an open-source (Apache-2.0 OR MIT), local-first governed browser automation MCP server. It is already packaged as a ZCode-compatible plugin: twin .zcode-plugin / .claude-plugin manifests, a bundled agent skill, and a marketplace catalog at the repository root, so any ZCode user can install it today through Discover by adding the repository as a marketplace.

Scenario: a user wants safe, semantic browser control from ZCode (web-UI testing, form journeys, page verification) with per-action capability classification and structured audit. The plugin works today, but only users who already know the repository address can find it, because self-published marketplaces have no path into the official catalog. #66 shipped the ability to add third-party marketplaces -- that works well -- but the official Public store itself still lists only Z.ai-authored plugins, and the plugin documentation describes no intake route.

Publish a public intake process for the official plugin marketplace -- for example: an intake form, a pull-request route against a catalog repository, or a documented review checklist (quality, security, license).

Related: #66 shipped the ability to add third-party marketplaces, which works well; this request is the next step -- a visible path from self-published to officially listed in the Public store.

Third-party plugin authors get a visible route from self-published to officially listed, and users get a curated, safer way to discover community plugins instead of typing arbitrary marketplace addresses. Z.ai already operates a PR-based community marketplace (zai-org/zai-coding-plugins, Claude plugin schema); a documented process for the official ZCode store would complete the story.

Concrete candidate ready to submit through such a process: Ghostlight (https://github.com/sylin-org/ghostlight) -- governed browser automation MCP, local by construction, no telemetry or update pings, checksum-pinned release channel, browser adapter reviewed on the Chrome Web Store.
