Support serialization configuration

**Feature request**
It would be great to have export for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

The payload names no configuration file, service entry point, or tests, so first locate where runtime options are defined and how services are exported. Clarify which services and serialization format are in scope before making changes. Done should include the requested configuration behavior, a default of false, and tests covering the option.
