Add rate limiting for sorting

**Feature request**
It would be great to have encryption for data.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

No files, tests, or entry points are named. First resolve whether this issue concerns rate limiting for sorting or encryption, then identify the relevant configuration and security entry points; completion criteria need to specify the encryption behavior beyond adding enable_encryption=false.
